Australia Nutrition Labelling

I'm with the aim of obtaining a certain amount of carbohydrates. Because fiber is not digested by the body I do not want to include as an energy source. My question is, with labels from Australia, has total carbohydrates include dietary fiber? According to this website, http://www.lowcarbportal.com/archives/categories/nutrition_fibre/index.php the UK does not include fiber, as part of total carbohydrate. However, in the U.S. I think fiber is included as part of total carbohydrates. Does anyone know what protocol to Australia next?
