Is breakfast and / or lunch required in Preschool?

I have a question about preschoolers and food in California. My child attends a Preschool in the city and to send home a flyer today saying that no longer serves breakfast and lunch. They do not really have an explanation for it, but says he will serve a snack instead. That is cup celery 1 / 2, 1 tablespoon of peanut butter and a glass of water. I know because I was sent home with a new menu snack. I'm upset as you can see. But I am writing because I can not find anywhere if it is a rule that the State of California ran preschoolers should have meals or meal 1. Is it a requirement for them? Hmmm. My children attended preschool in the state California and served them lunch, but no breakfast. The Headstarts serve breakfast / lunch for tomorrow's class and lunch / snack PM. That's weird. All sites for State Preschool are served lunch. Ask the teacher or the site administrator what is happening.
