How could I do for Africa?

I am doing a high school Fix a Village Project for social studies, I need to come up with solutions for a small village in Chad, Africa. They have problems like drought, education, diet and nutrition, religion, deforestation, desertification, water problems, family problems, lack of hope, disease, dependency and colonial ties. I have 4,000 dollars to work with. The village population is approx. 300., Literacy rate is 10%, 50% of children die before age 10, Birth Rate is very high, climate is dry and droughts occur often, drinking water is 2 miles away, most trees have been cut for fuel, fetilizer is burnt for fuel. Any solutions, references, suggestions help. Please be mature and serious.
