Is this appropriate for school dinners?

I make this easy meal called ‘Nutrition paste’ at the school I work at as a dinner lady.
This is the recipe:
Gruel or porridge
Pinch of salt
Carrots
Fennel
Instructions:
1. Boil gruel or porridge and add extra water.
2. Chop carrots and add them to mixture.
3. Boil fennel and add to gruel or porridge.
4. Add salt and stir.
5. Serve with a hunk of bread and butter.

Sounds awful.
